That is correct. Wet suit is designed to work wet and a dry suit is dry, literally. Not that you have to get a wet suit wet, but it does not repel water, it holds the water against you and it acts as an insulator. The dry suit is not an insulator, it just keeps to dry, the warmth and insulation is up to you, based on what you wear underneath it. hope that helps.
